The measures voted by the EU restrict travel, freeze assets and prohibit military trade between member states and President MUGABE, his wife GRACE and the defence industry.
But the EU council voted to partially lift its arms embargo to allow exports of explosives that are used in civilian mining and infrastructure development.
The EU first imposed sanctions on Mugabe in 2002 following the takeover of white-owned farms, alleged electoral fraud and violence against the main opposition party and human rights activists.
MUGABE has been ruling Zimbabwe over the past thirty-seven years, after becoming president on independence in 1980.
