The advice was contained in a letter President MUSEVENI addressed to top government officials, including the internal affairs minister.
He said using torture to obtain confession might coerce an innocent person to admit guilt, adding also that it was not a foolproof way to obtain evidence that can be used in a court.
MUSEVENI noted that Uganda had dealt with far worse security challenges than the threat posed by gunmen on motorcycles, who are better known as boda bodas.
