JUNCKER said the proposal will offer a swift, determined and comprehensive response to crisis.
It included the distribution of additional one hundred and twenty thousand asylum seekers among EU nations, with binding quotas.
JUNCKER reportedly told the European Parliament it was not a time to take fright.
