The English Football Association has charged Chelsea with 74 alleged breaches of agent regulations spanning the period between 2009 and 2022, during the ownership of Russian billionaire Roman Abramovich.
The FA said the charges primarily concern events between the 2010/11 and 2015/16 seasons and involve payments to intermediaries and agents, as well as investments in third-party player ownership.
Chelsea, who self-reported the breaches, are not expected to face a points deduction or sporting sanction if the charges are upheld.
However, the club could be handed a financial penalty similar to their recent settlement with UEFA, which resulted in a €10 million fine.
