The decision was taken as a necessary measure to limit the spread of the corona-virus pandemic in the country.
The restriction will last for a month and is to take effect from March 23.
The NCAA said emergency and essential flights are exempted from the restriction.
Domestic flights will also continue normal operations at all airports.
