The State Chairman of the NLC, Chief Beatrice Itubo made the observation in an interview with our correspondent Chinedu Iwunna.
Itubo however expressed hope that the government and the union will reach an agreement on the matter by next year.
While expressing regrets that the union did not achieve one hundred per cent of its objectives in 2020 due to COVID-19, the Labour leader however noted that some achievements were made under her leadership.
