German Chancellor ANGELA MERKEL says mandatory quotas of how many migrants each European Union country should take in, is the first step in the intervention offered by the European nations to the thousands of migrants. MERKEL was speaking as Europe continues to struggle with a huge influx of migrants, which went high at the weekend. Reports say the European Commission is set to announce plans, including quotas, to distribute one hundred and twenty thousand migrants among member countries. MERKEL added that the EU needed an open-ended system to share out those with a right to asylum. 

Meanwhile Hungary, the Czech Republic, Poland, Slovakia and Romania have voiced their reservations.
