Democrats in the Senate voted against the one point one billion dollars bill after Republicans sought to stop funding for pro-abortion group Planned Parenthood.
However; the lawmakers are hoping to resolve the issue later this month as part of a bipartisan spending package.
The development comes as Florida reported fifty-six locally transmitted cases of Zika.
The Zika virus, which is often spread by mosquitoes, is traced to South America.
