Port Harcourt-based legal practitioner, CHUKS UGURU said it was regrettable that the legislature could infuse projects that were not originally captured in the budget submitted by the executive.UGURU cited Section Five of the 1999 Constitution, which places the responsibility and duty to govern the country and execute projects for the development of the country squarely on the shoulders of the Executive led by the President.
The lawyer said the reason for the provision for the Executive to lay the budget before the Legislature is for the purpose of enacting it into a law.
CHUKS UGURU traced the history of budget tinkering by the legislature to the past administration under the Peoples Democratic Party.
