The Court also declared that the Speaker of Parliament can decide whether parliamentarians should vote in secret on the motion against President ZUMA.
The matter was referred to court following resistance by the Speaker of Parliament, BALEKA MBETE, to allow the use of secret ballot.
But the opposition rejected the argument of the Speaker, who is also a top official of the ruling African National Congress.
The development comes after mounting pressure on President ZUMA following a controversial cabinet reshuffle in March, which led to the removal of PRAVIN GORDHAN as Finance Minister.
President ZUMA has been swirling in allegations of corruption, and he has lost a number of prominent court cases recently, including being ordered to pay back a portion of state funds used to refurbish his private home in Nkandla.
