Port Harcourt-based Social Action group said the Rivers State Government cannot claim to be open in the conduct of its affairs when public access to the 2016 Budget is restricted.
The Acting Executive Director of Social Action, KEN HENSHAW who briefed newsmen in Port Harcourt, lamented that the state government has not deemed it necessary to make available the 2016 Budget eleven months into the current fiscal year.
Social Action is therefore demanding that government should make key budget information available to the public and to establish a system for engaging citizens in fiscal governance processes.
Our correspondent UCHENDU EJOIWHOR reports that Social Action also wants the Rivers State Government to reform public procurement and fiscal responsibility processes.
The group advocates that such processes should encourage due process and international best practices.
