The Governor gave the warning during the flag-off of the road project at UTC junction in Port Harcourt.
Fubara, who promised that compensation will be paid to those whose properties will be affected by the project, also assured that his administration will embark on youth empowerment.
The governor said the project is not only about connecting localities but, uniting the people and extending opportunities in the state.
The flag-off exercise was performed by former Governor of Rivers State, Nyesome Wike, who commended the new Governor for getting up to a good start.
Meanwhile; following the flag-off for the construction of the Port Harcourt Ring Road, town planners in the state have drawn the attention of the Rivers State Government to the dangers posed by floods in the state.
Speaking with Today FM’s correspondent, the Public Relations Secretary, Nigeria Institute of Town Planners, Rivers state Chapter, Clinton Sopuruchi, said professionals must join forces and brainstorm on the possible solutions to the menace.
Speaking on the idea of the Port Harcourt Ring Road, Sopuruchi commended the project, but said constructing new highways through residential areas like Diobu is disadvantageous to the purpose of a ring road.
