The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has confirmed receiving a petition calling for an investigation into the handling of Rivers State’s federal allocations by the state’s former Sole Administrator, retired Vice Admiral Ibok-Ete Ekwe Ibas.
The petition, submitted by civil rights activist and lawyer, Deji Adeyanju, on September 23, 2025, came barely five days after Ibas concluded his six-month tenure as the federally appointed administrator of Rivers State.
ICPC spokesperson, Demola Bakare, who confirmed the development, said the commission has commenced internal processes to review the petition in line with its procedures.
In the petition, titled “Petition for the Investigation into the Financial Expenditure of Vice Admiral Ibok-Ete Ekwe Ibas,” Adeyanju alleged what he described as “opaque financial practices” during Ibas’s administration, which lasted from March 18 to September 17, 2025. He urged the anti-graft agency to thoroughly scrutinize how federal funds allocated to the state were managed under the former administrator.
The development marks the first formal petition against Ibas since his controversial appointment and stewardship, which had attracted public debate over accountability and transparency in the management of Rivers State resources.
