General BABANGIDA made the call in his Eid-El-Fitri message to Nigerian Muslims, in which he also condemned the spate of hate speeches from different groups in the country.
BABANGIDA said although the country has survived a lot of crises in the past, restructuring can no longer be wished away, just as he suggested that devolution of power would ensure that more responsibilities are given to federating units.
General BABANGIDA also advocated the adoption of state policing, saying that initial fears that state governors would misuse state police under their control have become moribund.
Taking the projects which the lawmakers chose to focus on one after the other, the Minister insisted that what the Infrastructure Construction Regulatory Commission has on the Lagos-Ibadan Expressway project is a financing agreement from a consortium of banks, which he said is like a loan that still has to be paid back through budgetary provisions.
