The INC, which is the umbrella body of all Ijaw people at home and in the Diaspora, said it makes the declaration as the mouthpiece of the Ijaw nation.
The declaration was made in a statement jointly signed by INC President, ALATUBO CHARLES HARRY and the National Publicity Secretary, Pastor VICTOR BARUBO.
The INC said it received with cautions optimism the recent bold offer of ceasefire made to the Federal Government of Nigeria by the Niger Delta Avengers.
The statement noted that the Ijaw National Congress had before now made several calls for dialogue after a ceasefire has been agreed, and commended the Avengers for taking the lead.
The INC also called on the Federal Government to buy into another chance for dialogue; just as it appealed to the Military and the Agitators to show good faith in the engagement.
It maintained that the recent renewed upsurge of attacks on oil facilities in Niger Delta cannot be resolved by force of arms.
It said the traumatized people of the Niger Delta should not be subjected to more destruction of innocent lives and further destruction of the already devastated environment and desolate ecology.
The INC said the government and the armed groups must take advantage of the ceasefire; stressing that there was too much at stake in terms of lives and fortunes.
