The move comes after the recent tour of the Niger Delta by Vice President YEMI OSINBAJO in a bid to check the resurgence of militancy and destruction of oil and gas installations in the region.
There is also the prospect of overhauling the Presidential Amnesty Programme for repentant Niger Delta militants in the yet-to-be confirmed proposals.
The take-off of the Maritime University in Delta State and harnessing of the potentials for modular refining of crude oil from individuals who are currently engaged in artisanal refining in the creeks of the region are also thought to be on te table.
Under the new arrangement, the Federal Government would work out modalities for operators of artisanal refineries to legally receive crude oil at reasonable rates for refining under registered entities.
The Niger Delta Development Commission is expected to work with other relevant agencies and organisations on some component of the new proposal, including registration of operators of illegal refineries for onward transformation to modular refineries.
There is yet no official confirmation, but a report quoting privileged sources close to the Presidency claim that renewed pipeline protection contracts is also in the package.
The report said the Ministry of Petroleum Resources is to review the pipeline protection contracts to incorporate the host communities.
The objectives of the Government in putting up the various propositions are to ensure that peace is restored across the Niger Delta and guarantee uninterrupted oil production for enhanced foreign exchange earnings.
