This is according to the former Minister of Finance, Kalu Idika Kanu who was speaking on a television programme.
The former minister said the Federal Government has to address the issue of price differential that forces some people to sell petroleum products across the border.
The former minister also explained that Nigeria is not operating the market system the way it should be.
