The report is expected to be forwarded to President Muhammadu Buhari afterwards for consideration and action.
These were according to the minister of police affairs, Mohammed Dinyadi who appeared as a guest on a live television programme.
The minister also disclosed that the ministry of foreign affairs would be consulted because of the international dimension in the matter.
