DOGARA also decried the increasing rate of involvement in domestic security operations by the Nigerian Armed Forces.
With the armed forces involved in peace time operations across twenty-eight out of the thirty-six states of the federation, DOGARA said Nigeria is effectively in a permanently state of emergency.
He said the trend indicates that the Nigerian Armed Forces have now become civil authorities on their own, carrying out routine police duties, rather than complement civil authorities in maintaining law and order in the country.
The Speaker made the observation at a capacity building and interactive needs assessment workshop of security sector related committees in the House of Representatives.
Members of the House Committee on Defence, House Committees on Army, Navy and Air Force, as well as the House Committees on Police and the House of Committee on National Intelligence attended the workshop in Abuja.
