The report was submitted by Chairman of the Commission, Justice CHINWENDU NWOGU during a ceremony at the Government House in Port Harcourt.
Justice NWOGU said the commission received considered thirteen memoranda, several exhibits, and also visited several locations to gather evidence.
The Chairman said the report of the commission is contained in four volumes, capturing all aspects of the assignment handed to it by the Governor.
He said recommendations were made in line with the terms of reference of the Judicial Commission of Inquiry and with due respect to the law and good conscience.
In his response; Governor NYESOM WIKE said the State Government will submit the white paper on the report of the Judicial Commission of Inquiry to the Nigeria Police Force for necessary action.
Governor WIKE however expressed doubt that the police, under the current leadership, would take action on the report.
The Governor is nonetheless hopeless that a time would come for the police to act on the recommendations of the panel, bearing in mind that IBRAHIM IDRIS would not be the Inspector General of Police forever.
Governor WIKE said that the report of the Judicial Commission of Inquiry would be considered by the State Executive Council and a white paper duly prepared.
He commended the Judicial Commission of Inquiry for putting together what he described as a painstaking and thorough report, which includes videos, testimonies and relevant accounts of everything that transpired during the elections.
According to a statement released by his Special Assistant on Electronic Media, SIMEON NWAKAUDU, Governor WIKE directed the State Attorney General of the state to submit the report to the Inspector General of Police.
