The United Nations migration agency said the victims were among one hundred and twenty people who were deliberately pushed from a boat into the sea by the smuggler who apparently feared arrest.
The International Organization for Migration said its operatives on a routine patrol found some twenty-seven survivors on a beach, while twenty-two others remain missing.
