Police said the shooter opened fire in the historic French Quarter at the corner of Bourbon and Iberville streets.
Police Superintendent MICHAEL HARRISON told a news conference that the victims were eight men and two women, between ages twenty and thirty-seven.
HARRISON also said two men had been arrested on firearms charges, as police are trying to determine the motive for the shooting.
