Reports say a lorry slammed through a crowd celebrating Bastille Day in the southern city of Nice.
The driver ploughed through the crowd for about two kilometres before being shot dead by police.
President FRANCOIS HOLLANDE said the attack was of an undeniable terrorist nature.
The incident happened in spite of a state of emergency that has been in place in France since Paris attacks last November that claimed the life of one hundred and thirty people.
