EMMANUEL said INEC should be held responsible for not punishing electoral offenders for acts of misconducts that have continued to threaten the conduct of elections in Rivers State.
The Labour Party candidate said he would not continue to endanger his life and those of his supporters by participating in an election under an unsafe environment.
