The Permanent Secretary, Rivers State Ministry of Health, Doctor Ndidi Utchay made the observation during a two-day intensive training of administrative staff on understanding the basic techniques of effective communication and record management in public service.
Utchay noted that it has been observed that staff lack the understanding of work ethics and also lack knowledge of techniques of handling confidential, secret and classified documents in the public service.
The Permanent Secretary who was speaking at the opening ceremony of the workshop, said the essence of training administration staff of the ministry is to enhance better performance in service delivery in various positions and offices occupied at different levels.
Speaking earlier,the training coordinator, Cletus Idu stressed that improper management of records and effective communication due to ignorance of existing rules and work ethics in handling administrative functions have always resulted to crisis, errors and wrong decisions.
