The council said the move is in a bid to curb insecurity in the Niger Delta and help protect communities in the region.
The National President of IYC, Peter Igbifa while inaugurating the commanders of zone 1, charged them to protect the land and waterways of communities in the region against criminal elements.
Igbifa also called on the various houses of Assembly in the region to provide a legal framework to back up the security outfit.
Igbifa added that the security outfit will complement the effort of security agencies.
