Exactly one month after the former Sole Administrator of Rivers State, retired Vice Admiral Ibok Ete Ibas, approved the complete rehabilitation and modernization of the Rivers State Secretariat Complex, Governor Siminalayi Fubara has revoked the ₦134 billion contract.
The contract, awarded to the China Civil Engineering Construction Corporation (CCECC), was signed just two days before the end of Ibas’ six-month tenure as Sole Administrator.
Following a review of the project at the first State Executive Council (EXCO) meeting convened by the Fubara administration, the Permanent Secretary of the Ministry of Works, Austin Ezekiel Hart, announced that the government had directed CCECC to refund the ₦20 billion advance payment already made to the company.
Also briefing journalists after the EXCO meeting, the Permanent Secretary of the Ministry of Education, Azibolahan Uzoma Wogu, disclosed that Governor Fubara has approved the establishment of Computer-Based Test (CBT) centres and ICT laboratories across all 23 Local Government Areas of the state. The initiative, he said, aims to promote digital learning and improve examination standards in Rivers State.
On his part, the Permanent Secretary of the Ministry of Information and Communication, Honor Sirawo, expressed concern over the increasing trend of indiscriminate waste disposal, particularly in urban areas such as Port Harcourt and Obio/Akpor.
Meanwhile, the Commissioner for Employment Generation, Chisom Gbali, assured that the Fubara administration is developing concrete strategies to address youth unemployment and create sustainable job opportunities in the state.
