FG BARS MDAs FROM APPROVING CONTRACT SUM INCREASES WITHOUT BPP CERTIFICATION

The Federal Government, through the Bureau of Public Procurement (BPP), has prohibited Ministries, Departments and Agencies from processing upward reviews of contract sums without obtaining prior certification from the Bureau.

The new directive also introduces sweeping guidelines that centralise the review of all contract variations and scope modifications under the authority of the procurement regulatory body.

In a statement signed by the Head of Press and Public Relations, Zira Nagga, the BPP said the reform is aimed at closing persistent loopholes that enable cost inflation and corruption within Nigeria’s public procurement system.

The Bureau explained that the guidelines were issued in line with Sections 5(a) and (o) of the Public Procurement Act 2007, and are part of a Federal Executive Council-approved policy communicated by the Secretary to the Government of the Federation in December 2025.
