Rasfinjani gave the cautioned while appearing on a television programme monitored from Port Harcourt.
The T.I official said it would be a wrong move to grant amnesty to the people who had caused so much harm to others while the wounds are yet to heal.
He noted that the action would encourage more persons to take to crime.
