Opinion poll :Herdsman Attack, a fault of the state governors not being proactive?

He explained, “Early in my administration, I constituted a committee known as cattle menace committee, which is headed by the commissioner of police, with five traditional rulers and leaders of the Fulani community in the state.
“We agreed in the committee that if the cattle belonging to the Fulani people destroy our crops, they will pay us; and if our people kill their cattle, we will pay them.”
 
But IRKED by the recur-ring killing and maiming of villagers in Enugu State by Fulani herdsmen and the seeming hopelessness of the security architecture in the state, the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, described the governors of the South-eastern states as weak and  incapable of performing the primary function of governance. It said that had the governors established a pan-Igbo security outfit in addition to conventional security agencies, the South East geopolitical zone, would have been better protected against rampaging herdsmen.
