The Group Managing Director of the NNPC, Mele Kyari made the disclosure while appearing on a television progamme.
Kyari said the NNPC previous attempt to focus on the builders of the refinery to rehabilitate it was unnecessary but assured that the strategy has now changed.
The NNPC boss also disclosed that the federal government is considering employing the NLNG model in a move to privatise the refinery.
