The Independent Corrupt Practices and Other Related Offences Commission, ICPC, has concluded an investigation into alleged embezzlement of funds in the Police Service Commission and ordered the refund of over one hundred and thirty-three million naira to the Federal Treasury. The amount to be refunded includes unexpended and over invoiced funds out of three hundred and fifty million naira that was release to the Police Service Commission by the Federal Government to prepare police personnel and monitor their conduct during the 2015 general election. It had been alleged that the Chairman of the Police Service Commission and former Inspector General of Police, Sir MIKE OKIRO, defrauded the commission to the tune of two hundred and seventy-five point five million naira through the disbursement of the fund. However; a copy of the investigation report purportedly signed by Chairman of the ICPC, EKPO NTA and circulated by the PSC, cleared Sir OKIRO of any act of criminal infraction. According to the report dated 6th of August, 2015, Sir OKIRO collected funds to cover five days each for two conferences that ran simultaneously in Durblin and Orlando, Florida.

However, it was discovered that he expended the entire ten days on the trip, but he only expended the ticket-fare for Abuja-Durblin-Abuja. It was also discovered that pre-election workshops were planned for nine hundred personnel to hold in Abuja, Lagos and Kano, but only one workshop was held in Abuja, which had only three hundred and ninety-one members of staff in attendance. Further findings indicate that the Police Service Commission paid for Air-Ticket and travel allowance to management staff and others who monitored elections within Abuja and its environs; even at locations where there are no airports. To this end; member of staff of the Police Service Commission who benefited from such payment have been directed to refund the money to the Federal Treasury. The report further stated that if the Chairman of the Police Service Commission may be required to refund the cost of a return ticket to Orlando, Florida if the Presidency fails to grant his request to utilize the provision for another conference coming up in October this year.
